5. Consideration and possible action relating to a request for Commission approval of the Consent agenda. All matters listed under Consent are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

of March # 2 Payroll in the amount of $42,358.35.
--B. Approval of Claims in the amount of $55,409.23.
--C. Approval of Minutes from March 17, 2014 Regular Meeting.
--D. Approval to close Main Street from 7th to 14th streets on June 14,
2014 from 6:00 a.m. to 6:00 p.m. for the purpose of 12th Annual Hogs N Hot
Rods Car and Bike Show.
--E. Approval of Resolution Number 2014-05 Proclaiming April 2014 as Fair
Housing Month.
--F. Approval of Budget Amendment # 18 in the amount of $156.39 for Ambulance
runs overpayments.

7. Presentation
of Commendation Award to Police Officer Josh Ray. --
Corporal Josh Ray was presented a commendation (by Police Chief Richey)
for his quick actions taken during the March 11, 2014 grass fire that threatened
many nearby homes. Ray went door to door alerting residents of the danger.
The fire was near highway 20 and 75. (previous
coverage)
8. Report
from Mary Risley with Collinsville Downtown Inc. --
Mary reported on these topics:
* successful first time programs will become annual events (Live at the
Crown & Backyard BBQ)
* Successful Mainstreet Appreciation
Gala has already generated a few new CDI members.
* 2 facade grants last year and already 1 so far this year.
* Vendors signing up for June 14th Hog 'N' Hot Rods.
Items 9-16 (below) are all related and involving about
100 acres west of the Meadowcreek United Methodist Church towards Highway
169 north of 146th St. North. Mr Jones was present at the meeting representing
Tanner Consultants who will be developing the properties.
9. Discussion
and possible action to approve Ordinance Number 875, an Ordinance amending
Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by
approving CZ-182; repealing all Ordinances in conflict herewith; and declaring
an emergency.
(Tract consists of approximately 43.847 acres located east of the northeast
corner of 146th Street North and Highway 169 from AG to RE for a single
family residential development).

10. Consider a motion declaring an emergency on Ordinance Number 875 for preservation of public health, peace and/or safety making it effective immediately. -- Approved
11. Discussion
and possible action to approve Ordinance Number 876, an Ordinance amending
Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by
approving CZ-183; repealing all Ordinances in conflict herewith; and declaring
an emergency.
(Tract consists of approximately 6.192 acres located east of the northeast
corner of 146th Street North and Highway 169 from AG to RM-1for a multi-family
residential development). -- Approved
12. Consider a motion declaring an emergency on Ordinance Number 876 for preservation of public health, peace and/or safety making it effective immediately. -- Approved
13. Discussion
and possible action to approve Ordinance Number 877, an Ordinance amending
Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by
approving PUD-6; repealing all Ordinances in conflict herewith; and declaring
an emergency.
(The PUD consists of approximately 50 acres located east of the northeast
corner of East 146th Street North and Highway 169). --

14. Consider a motion declaring an emergency on Ordinance Number 877 for preservation of public health, peace and/or safety making it effective immediately. -- Approved
15. Discussion
and possible action to approve Ordinance Number 878, an Ordinance amending
Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by
approving CZ-194; repealing all Ordinances in conflict herewith; and declaring
an emergency.
(Tract consists of approximately 51.047 acres located at the northeast corner
of 146th Street North and Highway 169 from AG to CG for commercial purposes).

Work Directors Report. -- Phil Stowell reported
on these topics
* City Manager Pam Polk is in Washington DC attending a "One Voice
Flyin" in conjunction wit the Tulsa Regional Chamber of Commerce lobbying
effort
* City budgets to be completed for July 1st budget year start ... work session
likely soon
* Water department has been inspecting and replacing water hydrants (16th
& Center next)
* Electrical department has been doing work to support school construction
projects
* Street department has been busy with pot hole repairs. Citizens are encouraged
to report road issues to city hall for work requests.
* Street department has been supporting the fire hydrant replacement effort
by hauling gravel and sand
* Mowing has begun ... cemetery and right-of-ways first
* Had one stretch with 7 funerals in 8 days at city operated Ridgelawn Cemetery
* Survey plat complete for expansion of the cemetery to the south (~820
new spaces) ... will need roadwork also
* New benches and grill will be taken out of storage and installed at park
* City received ~400 plants (mostly shrubs, instead of trees) from the recent
homebuilders show in Tulsa. Keeping them alive now while deciding where
to best place them ... with highway off-ramps, s-curve, and park likely
candidate locations.
