5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of March # 1, Payroll in the amount of $40,173.70.
B. Approval of Claims in the amount of $44,090.82.
C. Approval of Minutes from March 5, 2012 Regular Meeting.
D. Approval of Budget Supplemental in the amount of $9,021.00 for 2011 Police
JAG-LLE Grant reimbursement.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion and possible action to approve Ordinance Number 861 relating to Environment, Part 2, Chapter 20, amending Section 20-25 Adoption of Flood Insurance Study and Flood Insurance Rate Map; providing for severaliability, repealing all Ordinance in conflict herewith and declaring an emergency and effective date.
(Required by FEMA New Flood Insurance Study and Flood Insurance Rate Map for Rogers County).
-- Approved. Pam Polk indicated this was jst a date change (from 1988 to 2012) with the water plant as the only significant city property in the area. She also mentioned the Tulsa County flood maps are also being updated (not part of this action). (Previous Coverage: July 2009 City & Sept 2011 citizen concern)

8. Consider a motion declaring an emergency on Ordinance Number 861 for preservation of public health, peace and/or safety making it effective immediately. -- Approved

9. Discussion and possible action to approve purchase of asphalt material at State Contract price from Tulsa Asphalt. Cost not to exceed $45,000. -- Approved, some overlays already done early due to unexpected non-winter-like weather. Note: I've seen overlays on Oak Street, the alley behind the police station and two spots in city park and there are likely other locations. -- Ted 3/20/2012

10. Discussion and possible action to approve the acceptance of a Deed conveying real property as a gift from the American Legion to the City of Collinsville and to proceed with a Quiet Title lawsuit in an effort to clear Title to the property. -- Approved. No improvements will be made to the building (by the city) until a clear title is established.

11. City Manager’s Report -- Pam Polk reported on these topics:
* 2007 ambulance paid off now (2nd ambulance will be paid off in August)
* City clerk & treasurer at training this week (for certification)

* She is proud of her two new grandbabies (boy/girl twins)

12. New Business (business which was not foreseen prior to the posting of this agenda.) -- Mayor Sallee thanked Mayor-elect Herb Weaver and Ward 1 Commissioner-elect Brad Francis for their attendance.
-- Commissioner Bud York complimented the Collinsville EMS crew for their professional handling of a medical emergency that he had witnessed recently.
