State Rep. Earl Sears Begins Fourth Session Facing Budget Shortfall
Dear Editor and Citizens of District 11,
On Monday, February 1, 2010 I begin my fourth year as your State Representative for District 11. Everyday I am thankful that you allow me the opportunity to be your voice in State government.

When session begins a challenge awaits the legislature, as we face a State budget shortfall. This shortfall must be addressed and it will not be easy. You're aware of the situation and you understand that we have fewer funds available to fund all our State agencies. With the Rainy Day fund and the second year of Federal Stimulus funds we will utilize these funds to assist our shortfall. However, even with the use of these funds we still must look for additional ways to balance the budget. The State Constitution requires that we have a balanced budget. All State agencies budgets have been cut throughout this fiscal year to meet this Constitutional requirement. With the development of next year's budget we continue to face more shortfalls and more reductions for State agencies.

Tough decisions will be made to ensure State programs will continue to meet our State's needs, although some cuts will cause a reduction in services. This session holds huge challenges, but they are challenges we can meet. We have encountered economic challenges with State funding in the past and recovered. Likewise I am confident that we will overcome this downturn. Throughout this budget issue one thing that has not diminished is the greatness of this Nation, our State, and the opportunities we have as a free society. We will come through this downturn.

Old News (Now) -- With school back in session today (Feb. 2nd) and temperatures mostly above freezing for a few days now these photos are outdated ... but wanted to park them on this permanent page before deleting them from the intro page. -- Ted 2/2/2010

Thank you to the City crews for the great job clearing most of the downtown parking spots for Saturday business. The plows started running Friday as the ice and sleet was still coming down with a total near 6 inches (mostly snow).
Some of the merchants still needed to clear their sidewalks Saturday morning but the North side had a big assist (after this photo) from the afternoon sun. The streets also were improving as the plows and sun continued

10am Friday Observation: Now that I've walked outside a bit, it looks like all is less than an inch and mostly snow now (still falling) on a crunchy surface for some traction. -- Ted 10am 1/29/2010 -- (Up to about 3 inches of dry fluffy snow 2:45pm Friday .... and still coming down) --- at least 5 inches snow by 5:15pm & still falling -- slowed now ~6in by 7pm
11pm Thursday Observation: Although more freezing precipitation is expected overnight and Friday it would appear Collinsville has avoided (so far) the amount of ice to crack the trees and power lines but enough to make the roads a mess and travel hazardous. From my limited view (out the front and back of the Newspaper Museum downtown), I'd guess we have about an inch of ice/snow mix on the ground. I'll take some daylight photos tomorrow and would be glad to have a few viewer photos and weather descriptions from your location.-- Ted Wright -- 1/28/2010
School was closed Friday Jan. 29 and Monday Feb. 1 using the lst of the 5 pre-allocated bad weather days for the school year.
