4. Roll Call. -- all present: Garrett, Sfhafer, York, Bateman, & Francis

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Minutes from September 8, 2015 Regular Meeting.
--B. Approval of Claims in the amount of $22,674.70.
--C. Approval of September 18, 2015 Payroll in the amount of $47,131.04.
--D. Approval of Budget Amendment #12, $60 Law Enforcement training refund.
--E. Approval of Budget Amendment #14, $4,289.96 Dept. of Agriculture Forestry Grant.
--F. Approval of Community Development Block Grant (CDBG) contract for 2015-2016.

6. Discussion and possible action concerning items removed from the Consent Agenda.

7. First reading of Ordinance Number 886 -- First Reading Only, no discussion

8. Discussion and possible action to approve Ordinance Number 886, an Ordinance relating to Cemeteries, Chapter 14, Sections 14-1 through 14-142 of the Code of City Ordinances of the City of Collinsville, Oklahoma, providing for severability, repealing all Ordinances in conflict therewith, declaring an emergency and effective date.

9. First reading of Ordinance Number 897 -- First Reading Only, no discussion

10. Discussion and possible action to approve Ordinance Number 897, an Ordinance relating to Chapter 2 Administration, Article III, Division II amending Section 2-98 to allow for Ceremonial Mayoral Proclamations to recognize and honor outstanding service, accomplishments and causes championed by citizens of the City of Collinsville, Providing for severability, repealing all Ordinances in conflict herewith and declaring an emergency and effective date.

11. City Manager’s Report. -- Pam Polk reported on these topics:
* Taste of Collinsville was successful
* Arubah Clinic - Chamber After Hours Tues. 5:30-7pm
* Dollar Store Robbery case being heard - Pam on call ... but not called ... to jury now
* Another Circus - Sept. 29th -north of Kent's
* Steve Tinker's father passed away

5. Public Work Director’s Report. -- Phil Stowell had no report ... but fielded a question from Commissioner Garrett on need for tree trimming after big growth this year ... Phil indicated he was hoping to get tree trimming bids out soon for eventual 4 year cycle ... so each tree is checked at least every 4 years.
