4. Roll Call. -- all present: Garrett, Shafer, York, Bateman, & Francis

5. Consent Agenda -- Approved

7. The commission approved the re-financing of 2009 and 2010 city bonds as well as financing $1.3 million of new money as a single transaction at 2.48% for 15 years via J.P. Morgan Bank. This cuts about 10 years off the old bonds payout (at ~half the rate) and the new money will be used for the DEQ ordered inprovements for city water treatment and potentially other city projects

8. The commission approved Ordinance 882 to rezone 119 S. 8th St. from RS3 Residential Single Family High Density to RM-2 Residential Multi-Family Medium Density District.

9. City Manager's Report -- Pam Polk reported on these topics:
* Water & electric meter replacements -- letters have gone out to utility customers
* Pre-bid meeting for Black Jack Creek project (drainage/sewer)
* Cox on Main Street ... city will convert to Cox phone and internet
* Sculpture install at city park Tuesday Feb. 3rd
* Chamber Banquet was well attended by City (Commissioner Garrett recommended the city send a thank you letter or proclamation to the Speaker: Jill Donovan)

5. The commission approved the re-financing of 2009 and 2010 city bonds as well as financing $1.3 million of new money as a single transaction at 2.48% for 15 year ... as above under city side.

6. The commission approved (dispite a no vote by Commissioner Garrett) the surplus declaration of the old city water and electric meters that are being removed and replaced. Garrett's concern was the method of selling the old meters and if the best possible deal would also be subject to commission approval.

7. Public Works Director's Report -- Phil Stowell reported on these topics:
* City replaced damaged pole on 12th street following falal accident there Saturday
* Sculpture move planned for following day ... by city crews
* Budget planning process has begun
