2. Invocation.

4. Roll Call.

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

Approval of Minutes from August 3, 2015 Regular Meeting.
Approval of Claims in the amount of $35,275.38.
Approval of August 7, 2015 Payroll in the amount of $47,573.10.
Approval of Cemetery Deeds: Elvis D. Boren – 4 spaces; Jesse Criswell – 2 spaces;
Ruth Carmichael – 2 spaces; Chad Donaho – 2 spaces; Wanda Thompson – 2 spaces.

6. First Reading of Ordinance Number 896.

7. Discussion and possible action to approve Ordinance Number 896, an Ordinance relating to Utilities, Part 2, Chapter 58, Article IV Sewer Service, Establishing and Adopting Section 58-182.1 requiring a Pop Off Device for Sewer Connections, providing for severability, repealing all Ordinances in conflict herewith and declaring an emergency and effective date.

8. Discussion and possible action declaring Ordinance Number 896 an emergency for the purpose of preserving the public health, safety and/or peace making it effective immediately upon passage and publication.

9. Discussion and consideration of issues regarding the Tulsa County Criminal Justice Authority, the operations of the Tulsa County Jail, proposed charges for housing inmates arrested in Collinsville on state charges, and possible action to oppose the amendment of the Jail Trust and the proposed interlocal cooperative jail financing agreement.
