5. Consideration and possible action relating to a request for Commission
approval of the Consent Agenda. All matters listed under Consent
are considered by the City Commission to be routine and will be enacted
by one motion. Any Commissioner may, however, remove an item from the Consent
Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

of January # 2 Payroll in the amount of $46,833.18.
--B. Approval of Claims in the amount of $26,495.97.
--C. Approval of Minutes from January 17, 2014 Special Meeting and January
21, 2014 Regular Meeting.

and possible action concerning items removed from the Consent Agenda. --

7. Presentation of the United States Department of Labor Certificate of
Completion for the Power Lineman Apprenticeship Program to Collinsville
Electric employees Don Smalygo and Paul Staehle. --
Paul Staehle (left photo) and Don Smalygo (right photo)
received their certificates from City Public Works Director Phil Stowell
& MESO's Tom Story. Staehle and Smalygo have been with the city since
1990. This two-man city electrical department has handled all aspects of
the city's electrical needs for the majority of those years. In order to
formalize the traning of their eventual successors, the city has worked
with MESO and the United States Department of Labor to define a multi-year
program of traning, plus written and field tests to verify that training.
Paul & Don have now completed that same testing and will be training
others for the future. Jeremy Plowman is currently in that apprentice program
for the city. (Previous Coverage)
8. Report
for Police Chief Jimmie Richey. -- Chief Richey reported
on these topics:
* 800 Mhz radios for police dept for past year (& now fire dept in last
week)
-- provides much more redundancy and capability (including inter-agency
communications)
-- paid mostly by grants (~$200K)
* Phase Three 911 Capablity now in operation here
-- provides more mapping capability
-- INCOG & AT&T training
* Grant funded program "Stop-Think-Connect"
-- helps foster citizen awareness and support for police department
-- promoted with posters,stickers, flyers, mailers, Hogs & Hot Rods

* On-Site Partnership with High School
-- Captain Daniel Boggs will be officed at the high school 2-3 days a week
-- on a varying schedule ... started recently
9. City
Managers Report. -- Pam Polk reported on these
topics:
* Day-to-day prep for expected bad weather
* Had a few water line breaks
* To meet with architect Jim Grabber (Tuesday) on the Veterans Building
improvements
* To meet with Public Relations firm on promoting the city's unitity programs

* Bad weather prep -- 3 rounds expected this week
-- more sand use likely (will delay considered street sweeping service)
