approval of the Consent Agenda. All matters listed under Consent
are considered by the City Commission to be routine and will be enacted

Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

6. Discussion

minutes with correction on who opened and closed previous meet)
7. Presentation of ISO Citation to Chief Russell Young from Randy Brogdon.
-- Deputy State Insurance Commissioner (Randy Brogdon)
read and presented a proclamation to Collinsville Fire Chief Russel Young
noting the improvement from 6 to 5 in the city;s fire ISO rating. That rating
may result in improved fire insurance rates. The 5 rating puts Collinsville
in the top 16% of the (~1600 fire districts in Oklahoma).
8. Report from Mary Risley with Collinsville Downtown Inc.
-- Risley presented the CDI quarterly financial report
summary with the recent Hogs 'N' Hot Rods event grossing ~$24K and net expenses
of ~$10K. The group's current bank account stands at ~$25K ... which reflects
a hugh improvement over some of their earlier 12 years in existance. The
community was thanks for their continued support.
9. City Managers Report. -- Pam Polk reported
on these topics
* Billy Higgons retirement after 50 years with the City.
* Thank you's to the Chamber of Commerce for the recent Appreciation Picnic.
* Wade Lenhart transferred to water department
* Looking to hire cashier
* Governor's task force planning to sell GRDA
-- City's electrical supplier is self funded (instead of state funded)
-- GRDA & MESO have asked city to pass resolution to oppose that proposed
change
* City work session to discuss interior work at Veterans Building tentatively
set for July 31st at 5:30pm

Work Directors Report. -- Phil Stowell reported
on these topics:
* Tree clearing from electrical lines (by contractor) is ~50% complete
* City staff supported successfuly Independence Day event at park
-- have requested July 3rd date for next year from the fireworks contractor
* Meeting tomorrow (7/16) to determine substantial completion for the park
trail project
-- concrete pour across road to complete trail within ADA 5% max grade requirement
... creates slip dip for road traffic
-- benches and tables on order (from corrections dept) ... also charcoal
grills
-- now have hardware for LED light fixtures to light trail
* Secutity camera system for park still being investigated
* Mechanical problems with large trash truck have crews putting in 14 hour
days to stay on schedule with only one truck now instead of two. Two attempts
to repair the trash truck have been unsuccessful. City staff exploring options.
(Refuse must be to dump site before 5pm).
