8. Discussion and possible action to appoint Ron Evans to the Personnel
Board with term expiring July 1, 2016. -- Approved
9. Discussion and possible action to approve Ordinance Number 873, an Ordinance amending Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-181/PUD-5; repealing all Ordinances in conflict herewith; and declaring an emergency. (Tract consists of approximately 30 acres located at the northeast corner of East 136th Street North and 129th East Avenue). -- Approved, to RS-3 single family housing ... like previous Ashbury's to south.
10. Consider
a motion declaring an emergency on Ordinance Number 873 for preservation
of
public health, peace and/or safety making it effective immediately. --

13. Discussion and possible action to approve revised City of Collinsville Personnel Manual. -- Approved, met with department heads and worked out issues from previous attempted changes. Unused sick time acural unchanged. 240 hour vacation acural ... with new pay code to big existing acurals with 3 yr payout plan. Floating holiday. Social media policy added.
14. Discussion and possible action to enter into Executive Session for: (5:46 - 6:51pm)
A. The purpose of conferring on matters pertaining to Economic Development, such that public disclosure of the matter would interfere with the development of products or services or would violate the confidentiality of the business as allowed by O.S. 25, Section 307 (C) (10). -- Stan Sallee joined the commissioners in the closed session
B. Discussing negotiations concerning employees and representative of employee groups as allowed by O.S. 25, Section 307 (B) (2).

Managers Report. -- Pam Polk reported on these
topics:
* Prep for July 2nd Fireworks & activities in City Park (... please
ride the shuttle buses from the high school) ... contractors will stop work
at 4pm to clean up area for 6pm crowd.
* Publicly thank GRDA for increased donation this year ($5K) for fireworks
and more
* Thank you to others (like Reasors for donating some of the water mellons)
* VCO Hog Fry Saturday honored Buel Anglen (who was
re-districted out of office) ... "Buel has been a great partner with
the city"
* Brad Francis added on to Pam Status to mention her recent singing appearance
at the Crown Opera Theatre (along with Pam Webb).

Work Directors Report. -- Phil Stowell reported
on these topics:
* 19 home start permits brings 2013 year total to 52 so far.
* 12th Street asphalt overlay likely in a few weeks ... hope to cover about
10 blocks .. City buys material & Tulsa County supplies machinery and
labor.
* July 2nd activities prep -- fireworks / live band -- ride the shuttle
from highschool (starting at 5pm) ... no parking other than handicap &
vendors in the park
* The Walnut street water tower has been drained in preparation for re-painting
the interior
* Seeking vendor information for survilance cameras for city park security
