5. Consideration and possible action relating to a request for Commission
approval of the Consent Agenda. All matters listed under Consent
are considered by the City Commission to be routine and will be enacted
by one motion. Any Commissioner may, however, remove an item from the Consent
Agenda by request. A motion to adopt the Consent Agenda is non-debatable.
--A. Approval
of March # 2 Payroll in the amount of $39,888.70.
--B. Approval of Claims in the amount of $53,329.87.
--C. Approval of Minutes from March 18, 2013 Regular Meeting.
--D. Approval of Cemetery Deed for Carol Hannon one space.

6. Discussion
and possible action concerning items removed from the Consent Agenda. --

7. Discussion and possible action to approve bid from Magnum Construction
for Collinsville Park Land and Water Conservation Fund Improvement project.
-- Approved. The $238K
improvements include two new picnic shelters, a trail connection, additional
paved parking, and plants.
8. Discussion and possible action to approve purchase of Park Trail Lighting. -- Approved. The 17 LED light fixtures and poles will light the existing trail in City Park.
9. Report
from Park Board. -- Park board member Ted Wright reported
on the past 6 months of park board meetings including
* selection of the new shelter design and trail light fixtures
* completion of the first phase of the trail
* proposed changes to park ordinances to match the board's advisory role
10. City
Managers Report. -- Pam Polk reported on these
topics:
* CDBG grant process
* budget refinement
* Pam spoke to local Catholic group about city improvements
* Depot Museum plumbing improvements are complete. Chamber Secretary Shelly
Campbell has volunteered to work with Ron Evans (Historical Society member)
to help with the cleanup of the display areas.
* Legion (Veterans) roof meeting with contractors on final items today.
Expect exterior wall braceing to be removed soon.
* Waste water treatment improvement work
* CHS wrestling team will be honored at next commission meet
* City Lake being surveyed (with a GPS unit in a row boat - per Commissioner
Brad Francis)
* Drug drop box inside police station

4. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a
5. Discussion and possible action to approve High Voltage Line Clearance Tree Trimming and Removal Services Bid to Hardin Tree Incorporated. -- Approved. The city has about 48 miles of overhead electrical lines. The 2007 ice storm cleared many limbs the hard way but new growth needs to addressed to minimize loss from lines contacting limbs as well as damage in case of future ice or wind storms. The bid was $165K and it is hoped to have the work completed in the next year.
