The Senate this week approved a supplemental funding measure for some of state government’s most pressing needs. The bill will provide funding for specific needs in public safety and education, including bonuses for qualified National Board Certified teachers and a Trooper Academy to put more Highway Patrol Troopers on our roads.

The measure also includes emergency funds for communities and counties affected by wildfires and storm damage over the past year. I’m pleased we were able to come to an agreement and honor our promise to Oklahoma teachers.

The state received great news this week when it was announced TransCanada would reapply for a Presidential Permit to complete the Keystone XL pipeline project and their intent to construct a pipeline from Cushing to refineries in the Gulf of Mexico. The construction of the Cushing pipeline is expected to create more than 1,000 jobs in Oklahoma alone.

This is great news for the Oklahoma economy. My hope is that the President will see the wisdom of this common sense business plan – one that will create jobs, expand our refining capacity and allow us to use more of our domestic energy supply.

I was honored this week to be chosen to serve as Majority Whip by my colleagues in the Senate Republican caucus. In this capacity, I’ll be tasked with ensuring effective communication within the caucus on policy matters. I’m very humbled to have been chosen to serve as a member of the leadership team, and I look forward to the job.

Oklahoma Railroad Plans
Public Comments Due By March 17, 2012 on ODOT's Rail (Freight & Passenger) Draft Plan
ODOT has been working for the past year to create a long-range planning document for Oklahoma’s freight and passenger rail systems, known as the Oklahoma Freight and Passenger Rail Plan.

ODOT now invites the public to review a DRAFT VERSION of this plan and share its comments, thoughts and opinions until March 17, 2012.

DEQ/Smelter Cleanup Open House March 1st, 2012
A handful of local residents took the opportunity to ask questions relating to plans/progress for cleanup of two old Collinsville smelters at a DEQ/EPA Open House here March 1, 2012.
I found very little significant difference (from the status handout sheets) from previous meetings. There have been and will continue to be workers onsite at the Tulsa Fuels (EPA) site as the design of the on-site remediation is completed over the next two years. Sara Downard (OK DEQ project manager) indicated that actual remediation and schedules were subject to funding being available. -- Ted 3/4/2012

The separate (but related) off-site soil testing and remediation (by Cyprus Amax Minerals Co. via the Collinsville Soil Program) continues. January 2012 status indicates 2550 properties have been tested with approximately 160 identified as requiring remediation. Cyprus plans to "begin cleanup on those properties early next year",

"In conjunction with the implementation of the Collinsville Soil Program cleanup activities Cyprus has obtained property south of Collinsville for the construction of a consolidation area designed to be a repository for soil evacuated from Collinsville properties. Consolidation area construction will also occur under the oversight of DEQ."

-- Ted Wright Mini-Editorial: I found it interesting (nearly 100 years after the contamination first occurred) that rather than wait for the design of the on-site Tulsa Fuel site containment plan (in a few years) a new additional Collinsville site has been added to the contamination game.
