5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of April # 2 Payroll in the amount of $39,212.51.
B. Approval of Claims in the amount of $18,250.16.
C. Approval of Minutes from April 18, 2011 Regular Meeting and
April 13, 2011 Work Session.
D. Approval to close 13th Street from Main Street to the alley behind the Library on May 21, 2011 from 12:30 p.m. to 3:30 p.m. for the Mayor’s Party for Summer Reading Program.
E. Approval to close Main Street from 7th to 13th streets on June 11, 2011 from 6:00 a.m. to 6:00 p.m. for the purpose of the annual Hogs N Hot Rods Car and Bike Show.
F. Approval of Cemetery Deeds for: Joann or Roger Robinson, 2 spaces; Sara Scott, 1 space; Chris Phillips or Judy Wilkes, 2 spaces.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- item E was approved after discussion requested by Commissioner Davis related to beer consumption rules/area during Hog 'N' Hot Rods

7. City Managers Report. -- Pam Polk reported onthe following topics:
* expect draft city budget ready for mid-May work sessions to begin
* City Fire/Police negotiations have begun also
* Staff working with Dr. Susan Babbitt on improving animal ordinances
* Another try for FEMA Grant for burying electrical lines ... must communities have given up due to grant hassles but Collinsville will try again for $750K grant with $250K city match.

5. Public Works Director Report. -- Phil Stowell reported on the following topics:
* City role in S-Curve utility relocate down to location of about 3 electrical poles. Staging for S-Curve construction material might begin as early as May 15th according to an ODOT inspector this week.
* City is now in mowing mode and also getting code enforcement complaints for some citizen properties not mowed. Also working on illegal signs (in city right of way).
* City Park -- have quotes for repairing roof of main pavillion and nearby serving hut. Splash pad water turn on likely between May 20 to May 27 ... waiting on one part.
* Each city department refining budgets
