The Collinsville City
Commission met Monday, Dec. 6th
at 7pm (at the City Hall Annex, 1126 West Main) for the
regular meeting of the Municipal Authority and Commission with
all Commissioners and the Mayor present.

III. CONSENT:
1. Approval of Minutes of the Collinsville City Commission Regular Meeting
of November 15, 2004 and Minutes of the Collinsville City Commission Special
Meeting of November 23, 2004 and Minutes of the Collinsville City Commission
Special Meeting of December 1, 2004.
2. Approval of disbursements and payroll.

IV.UNFINISHED BUSINESS
1. Consideration and possible action to award City Hall construction contract. Helterbrand Builders's low bid of $1,008,500 was accepted. That bid included a base bid of $994K + 3 alternates and a 240 day schedule. There were 6 bids received. The bid for the least damaged (back 1-story) portion of the City Hall was not acted on as the city might attempt to do that work on it's own.
2. Consideration and possible action to approve Resolution 2004-09 finding that façade improvements achieve a legitimate public purpose, finding that specific criteria are to be met in reviewing and awarding matching grants and that adequate supervision and audit controls are part of the administration of the Main Street Façade Matching Grant Program. -- Approved
3. Consideration and possible
approval of a private property owner façade easement agreement relating
to the Main Street Façade Matching Grant Program. --
Approved with 10 year easement life.
4. PUBLIC HEARING: CZ-153- Public hearing and consideration of Zoning Ordinance
751 on a request to rezone property, generally located in the SE/C of E. Center
Street and S. 2nd St, (west of Hwy 169), AG to CG from commercial uses per
Section 610 of the Collinsville Zoning Code. Property is located in Section
28, Township 22 N, Range 14 E and consists of 14.8 acres. --

V. EXECUTIVE SESSION
1. Consideration and possible action to go into Executive Session to discuss the following:
A) Discussions concerning
the employment, hiring, appointment, promotion, demotion,
disciplining or resignation of any individual salaried public officer or employee
as allowed by O.S. 25, 307 (b) (1).

Selection Process
Jim Whitlock was approved by the City Commission to
become Collinsville's City Manager starting in Jan. 2005. Jim is currently
city manager at Mannford and had been Broken Arrow's city manager (for 16
years) and Claremore's city manager also. Jim said he had 40 years of public
service experience. Jim's son Steve was Collinsville's city manager in Nov.
2000 when the photo (below) with then Oklahoma First Lady Cathy Keating visited
Collinsville on behalf of the Oklahoma Main Street Program.
B) Confidential communication with City Attorney regarding pending investigations, proceedings, claims and litigation as allowed by O.S. 25, 307 (b) (4).

V. UNFINISHED BUSINESS

Report.
Bob Wolfram
reported on the following topics:
* Solid waste (i.e trash) collection will be discussed at a commissioner working
session Dec 15th with a detailed report from Waste Connections.
* Jim Graber to discuss City Hall bids under agenda item above.
The overall budget for both Fire/EMS and City Hall construction is close to
the budget available from the allocated $2.3
million Vision 2025 funds.with some margin to consider furniture ... etc.
The Fire/EMS construction total is ~$973K and the City Hall/Community Center
construction total is $1,212K.
* Planning continues on other Vision 2025 funded projects for downtown and
neighborhoods.
* Apprearance district group will meet Dec. 7th
* Buddy Combs from Oklahoma. Corporation Commission
to visit Dec. 7th on SKO issues including in-town derailment Dec. 2nd.
* Facilitis Updates (including sod and plants by Collinsville Garden Club
at 5th and Main ... for some spring color & cleanup under the bridge on
Blackjack Creek).
