Condensed Agenda: ... discussion and possible action on:

1. Closing city street beside Library for July 12 and Aug 9th concerts (6-10pm) -- Approved

2. Set rates for EMS "Treat No Transport" ambulance runs -- Discussion only -- no action taken -- considering policy where $75 is billed when treatment is given which uses supplies that must be replinished even if transport refusal is signed.

3. $94.95 claim for tire replacement by Robert Jared -- Claim Denied -- tire was damaged the day of the Hog & Hot Rods event on a man hole cover that was apparently out of place.

4. Purchase of $33, 070 office furnishing for new Police Department office
(from Oklahoma Correctional Industries -- Approved -- part of the discussion was about an expensive yet highly durable wide chair used in the dispatch/booking areas. Costs of remodeling, electrical work and air conditioner replacement were also discussed.

5. Stonegate Easement ... -- Approved -- these changes were to cleanup some old issues.

6. Southfork III plat ... -- Approved -- second review of preliminary plat.

7. (Ma's Creations) site plan for Arts & Crafts and Novelties Shop at 10005 E. 126th St. N
(east of mini-storage bldgs) -- Approved -- business had been located at 102 S. Main in Owasso, now moving to this ~5 acre location. Several conditions remaining to be met were placed on the approval, including building a retention pond.

8. Executive session ... followed by open session with possible action to ratify
2003/2004 FOP Local 166 contract (with Collinsville Police) -- Contract was approved -- City Manager Mike Tinker thanked all those involved in the negotiation process for making steady progress to reach an agreement in time to retify the contract almost on the contract start date of July 1. The contract had no wage increase ... but provided for reconsideration at mid-term if the city's income situation had improved. Mike indicated the contract had already been approved by the officers so it would be ready to sign and take effect.

======== Collinsville Municipal Authority:

1. Discussion and possible action to purchase equipment to upgrade electrical system to correct power factor in an amount not to exceed $12,740 from Arkansas Electric Cooperative, Inc. -- Approved -- The equipment would be used to reconfigure some of the 25KVA transformers to connect to more homes/businesses to more closely match their rated capacity. Payback is expected in less than a year in power cost savings. Some transformers could be taken down and stored for backups.

2. Consideration and possible action to approve Raw Water Contract with Washington County RWD #3 -- item tabled pending more contract wording changes (apparently discussed in executive session).

City Manager Mike Tinker reported that he was now officially a Collinsville resident. He reported positive feedback on the 4th of July celebration/fireworks/tennis tournament just completed. He also reported on the conclusion of months of the Dialog/Vision 2025 process which now drops the "Dialog" and become the "Vision" and begins the election phase.
