4. Roll Call. -- Garrett, Shafer, York, Bateman, Francis

5. Consent: All matters under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from consent by request. A motion to approve the Consent Agenda is non-debatable.

--A. Approval of Minutes from October 2, 2017 Regular Meeting.
--B. Approval of Claims in the amount of $37,832.26.
--C. Approval of October # 1 Payroll in the amount of $49,187.75.
--D. Approval of Cemetery Deed for Thomas Blankenship, two spaces.
--E. Approval of Resolution Number 2017-15, Authorizing REAP application.

6. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- N/A

7. Discussion, consideration and possible action to approve Ordinance Number 917, an ordinance relating to Offenses Generally, Part 2, Chapter 36, Section 36-149 of the Code of Ordinances of the City of Collinsville, Oklahoma, repealing and replacing Section 36-149 Possession of Marijuana, Controlled Dangerous Substances and Drug Paraphernalia, providing for severability, repealing all ordinance in conflict herewith. -- Approved, city can now prosecute misdomenor drug cases that had previously been felonies before Oklahoma voters approved changes late last year.

8. Discussion, consideration and possible action to approve Ordinance Number 918, an ordinance amending Ordinance Number 606, The Zoning Code of The City of Collinsville, Oklahoma, by approving CZ-200; repealing all ordinances in conflict herewith.
(North of the NW corner of Broadway and North 5th Street AG to IL)
-- Approved, actually about 4 block north of Broadway at Maple.

* Collinsville Downtown Inc. -- Kimberly Miller reported on these topics:
--- Taste of Collinsville -- sold out all tickets (400) -- made ~$4K net
--- Paint project at Rafters (1017 W.Main) -- top 3 in contest
--- 6 Facade Grants - 4 completed (Dale House 111 S. 11th; 3 more tomorrow in 900 block for Jay Miller); Christine Wilson's in progress and another which was turned down as wood awnings not approved.

--- Just Treats - will have online signups for costume contests
--- 5K Run Oct 29th has been postponed due to Center St. construction


* Collinsville Park Board -- no one present for report

* Police Department, Chief Jimmie Richey
--- 26 booked into city jail this quarter
--- 145 reports; 20 accidents with 4 injuries; 236 citations; 114 alarms
--- Officer Brimsley finished his CLEET certification
--- Shared booth at Saturday's Hog Fry with fire dept.

--- Waiting for another upgrade to complete digital citation capability -- less typing -- printer for each officer's vehicle
--- ECC presentation /booklets -- "Stop & Be A Thinker" -- PD paid for book for each student -- Plan to present 1st grade version next year


* Fire Department, Chief Harold Call
--- 158 fire calls year-to-date
--- 5 inspections completed on Main St.
--- 4 volunteers have applied ... working through hiring process
--- 90% done with hose testing & 60% done with hydrant testing
--- Donated vehicle being outfitted
--- ECC/Herald school visits - introduced new mascot to about 1000 kids durng fire preventionweek
--- Shared booth with PD at Hog Fry
--- Chamber Presentation


* Code Enforcement, Russell Young
--- 114 cases in various stages ... some just at letter posting stage


* Pam Polk reported that Craig Stokes had been hired as the new Public Works Director.

9. Discussion, consideration and possible action to award bid on a Type One Ambulance. -- Approved, 4 bids received, Chief Call recommended the Osage company's remount option which was approved. The city runs 2 ambulances ready at any time. The current fleet has the newest 2012 (Red), and the others 2006 and 1996 models. Upto 180 day to get the new vehicle available.
