4. Roll Call. -- All Present: Garrett, Shafer, York, Bateman, & Francis

5. Consideration and possible action relating to a request for Commission approval of the Consent agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of Claims in the amount of $71,287.78.
--B. Approval of Payroll in the amount of $45,668.57.
--C. Approval of Minutes from March 2, 2015 Regular Meeting.
--D. Approval of Cemetery Deeds: Kathleen Carpenter and Robert J. Duncan, four spaces; Wilson Rubottom, one space; Carl B. Hunt, one space; Tracey Prodger, one space.
--E. Approval of Budget Amendment 55, $111.67 refund for medical supplies Fire Department.
--F. Approval of Budget Amendment 58, $5.668.89 Workers Comp reimbursements Fire Department.
--G. Approval of Budget Amendment 59, $40,000 purchase of 1997 Fire Truck.
--H. Approval of Budget Amendment 60, $8,267 equipment for new Fire Truck.
--I. Approval of Budget Amendment 61, $1,804.20 Insurance precedes Fire Department.
--J. Approval of Proclamation for Jill Donovan.

6. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- n/a

7. Presentation of Audit by HBC CPAs and Advisors. -- No issues found, clean opinion on financial statement

8. Discussion, consideration and possible action to approve Sign Agreement with Tulsa County. -- Approved (mutual aid ... good rate for street sign purchases)

9. Discussion, consideration and possible action to approve Ordinance Number 885, an Ordinance accepting, adding and annexing to the City of Collinsville, Tulsa County, Oklahoma, all that certain Real Estate being more particularly described hereinafter; providing that said Real Estate shall be part of the City of Collinsville, Oklahoma, and all persons residing therein, if any, and all property situated therein, shall be subject to the jurisdiction, control, laws and ordinances of the City of Collinsville, Oklahoma; directing notification, and declaring an effective date.
(Property located South of Cemetery.) -- Approved

10. Discussion, consideration and possible action to approve Resolution Number 2015-05, a Resolution of the City Commission of the City of Collinsville and Collinsville Municipal Authority approving an amended and restated trust indenture for the Oklahoma Retirement Fund; providing amendments to the trust to authorize daily valuations and daily accounting for assets within the Master Defined Contribution Plans administered by Oklahoma Municipal Retirement Fund; providing for daily valuation of participant accounts in the defined contribution plans administered by Oklahoma Municipal Retirement fund and providing procedures and rules for accounting of such assets; providing for effective date and amended and restated trust indenture and continuing existing trust as amended in full force and effect. -- Approved (basically a houskeeping change for daily basic and IRS wording changes)

11. City Manager’s Report. -- Pam Polk reported on these topics:
* City park busy with spring break & nice weather
* Congratulations to the CHS Basketball Girls (top 4 on the floor and Academic State Champs)

6. Public Works Director’s Report. -- Phil Stowell reported on these topics:
* 1409 meters have been upgraded so far to the automated reporting models (started Jan 26th)
* Meeting for water treatment lagoon improvements (have violation notice) -- bids to be opened March 24th
* Sand removal from streets after ice/snow treatment by state (Highway20/Main) and city on other streets -- have started on sidewalks by Main, -- getting quote for street sweeping / removal at night -- danger for motorcycle and bicycle riders and clogging sewers lines
