CITY OF COLLINSVILLE
REGULAR MEETING AGENDA
October 6, 2014 5:30 P.M.

1. Call to Order.

2. Invocation.

3. Flag Salute.

4. Roll Call. -- All Present: Jerry Garrett, Larry Shafer, Melodie Bateman, Brad Francis & Mayor Bud York.

5. Consideration and possible action relating to a request for Commission approval of the Consent agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

--A. Approval of September # 2 Payroll in the amount of $45,357.46.
--B. Approval of Claims in the amount of $27,990.95.
--C. Approval of Minutes from September 15, 2014 Regular Meeting.
--D. Approval of Fiscal Year 2014 CDBG Community Development Block Grant Contract for funding the continuation of the Center/Spring, 11th/12th Streets drainage project.

6. Discussion, consideration and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion, consideration and possible action to approve Ordinance Number 879, an Ordinance amending Ordinance Number 606, the Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-186, repealing all Ordinances in conflict herewith; and declaring an emergency.
(Request is to rezone a tract located at 123 N. 14th from CBD Central Business District to RD Residential Duplex District.)
-- Approved, a former office space (between State Farm Ins. & the vacant former Cherokee Housing Authority) has been vacant for months and will be converted to a housing duplex. The planning commission had approved by a 4-1 vote at a Sept. 18th public meeting where several spoke for the change with one speaking in opposition.

8. Quarterly report from Shelley Nachtigall with Collinsville Downtown Inc.
* This was Shelley's first report to the Commission as the new CDI director
* Downtown building inventory has been updated
* CDI policies & procedures are being updated
* Promotions
-- Taste of Collinsville .. with jazz this year ... was big success
-- Back Alley BBQ in about 2 weeks -- $10 tasting kits (Oct. 18th) ... judging at 3:30
-- Just Treats on Halloween night (Oct. 31)
-- Maybe a November "Turkey Shoot"?
* Financial report in packet for commissioners to review

9. Quarterly report from Kelly Benham & Ted Wright with Collinsville Park Board.
* Kelly was unable to attend ... Wright reported to the commission
* See topics listed to the right. -->
* After questions during the report ... the park board will likely take another look at the pavilion ceiling topic ... after learning that the park crew has to regularly power wash the large pavilion tables to remove bird dropings.

10. Quarterly report from Collinsville Police Chief Jimmie Richey.
* Stats for last quarter? (5400 radio log entries, 50 inmates in local jail, 24 accidents, no fatilaties)
* Cherokee grant for "body wrap" -- humane/safe restraint system for use inside the jail
* Additional ballistic protection gear
* Working on grants for 3 additional $#K each radios
* Monthly staff meetings
New wall for records room for better sound separation from adjoining room
* Continuing officer training
* Some recent graffiti issues

11. Quarterly report from Collinsville Fire Chief Russell Young.
* Stats since 1st of year: 159 runs
* Steven Pitts passed his EMS qualification
* Busy fire awareness month at local schools and churches
* On-going work with I-Pad Airs (Cherokee Grant) to track hydrants and storm shelters
* 5 Paramedics ... can provide basic service ... would need paramedics on call 24/7 for next step beyond basic ... much improved stince fire department took on the EMS task

* Consider city land at near 5th street and railroad for park/baseball

* Meet 3rd Tuesday each month at 4:30pm (at City Hall ... or occasionally at park)

* Recent board recommendation:
-- "Leave As Is" recommendation instead of ceiling for large park pavilion. Design choices considered were either open or sealed with concerns for kids hiding space, and squirrels, and birds getting inside, and vandalism ...

* Recently Completed Projects:
-- New east entry stone sign -- since June 2014
-- New Play Area (near trail in east side of park) -- since May 2014
-- 4 new small shade structures (over benches near splash pad and west play area) -- since mid-September 2014
-- Tennis Court nets replaced -- mid September 2014
-- Pavilion reservation boards up -- earlier this summer
-- Swing parts replaced -- earlier this summer
-- Tables installed at new pavilions -- earlier this summer
-- Some new trees -- earlier this summer
-- mowing ... mowing ... mowing

* Overview ... at least in Ted's opinion ...
-- We are getting very close to "doing too much" by adding more features than we have open space in our small unique park ... might be time to consider an additional location for future growth?
-- Of the projects pending ... no rush to complete all at once ...better to have something new every few months ... and understand city staff/park crew time is limited by other city priorities

* In Progress / Pending:
-- Trail lighting ... waiting for electrical crew to free up ... material in storage
-- Furniture placement (benches, grills, trash containers, etc ... most need concrete pads) .. in storage
-- Horseshoe pitch area
-- Sand volleyball court
-- Wade Nachtigall sculpture installation
-- Frisbee golf course ... not official reco yet ... but likely not a full 18 holes ... safety concern

* Future ?
-- additional paved parking
-- additional restrooms
-- potential shelter or parking where Kiwanis hut had been
-- replace old pool house maintenance storage with new building
-- water feature ... not official reco yet ...but leaning towards enhancing creek rather than pond
