5) Approval of Purchase Orders and Payment of Purchase Orders
FY2014 General and Building Funds All District Funds - Approval of
Budgets, Reports, Allocations and Investments.--

6) Discussion and Vote to Approve Activity Fund Fundraisers. --
Approved (including Academic Team to New Orleans, walkathon, SWAT
games, basketball, and others)
7) Board to consider and take possible action, in the absence of the
President and/or Clerk, to appoint an acting President and/or acting
Clerk for the School District to execute any and all documents pertaining
to setting the maturities, date, time and place of the bond sale.

8) Board to consider and take action on a resolution determining the
maturities of, and setting a date, time and place for the sale of
the $2,020,000 General Obligation Combined Purpose Bonds of this School
District, voted and approved at separate elections on March 4, 2008,
and on October 8, 2013; and designating bond counsel for this issuance

9) Discussion and Vote to Approve Temporary Appropriations for the
Fiscal Year 2014-2015. -- Approved
10) Discussion and Vote to Approve Changes to the District Board of
Education Policy Book. -- Approved 2 Changes

* new opt-out policy for testing & clarify policy for board member
training & point tracking
-- Ted Note: I'm planning to collect all the testing opt-out info
onto a single page later and the board training/tracking is related
to item 21 below. The quick opt-out summary is the Collinsville school
district does not encourage opting out of testing as there are potential
consequences to both the district (funding and A-F grades etc) as
well as the student (with impacts to graduation, ability to get driver's
licenses, etc) ... but there are a few parents who had indicated they
would ignore those warning and opt-out anyway. So this policy
and form
will document all of those warnings which vary by type of testing
and grade. The deadline for most test is April 9th and another for
field testing is May 2nd. The Oklahoma State Department of Education
does not recognize parent's right to opt-out of testing.
11) Discussion and Vote to Approve to Renew FY2015 Student Accounting
and Information Lease with MAS, Inc. -- Approved
12) Discussion and Vote to Declare Surplus and No Longer Needed by
the District. -- Approved (mostly volleyball
stuff from storage)
13) Proposed Executive Session to Discuss Resignations and Hiring
of Personnel, Pursuant to Section 307 (B) (1) of the Open Meeting
Law, O§, so that the Board May Return to Open Session And Vote
to Accept or Not Accept Resignations and Hiring of Personnel for the
2014-2015 School Year. -- 7:48 - 9:26pm
14) Vote to Convene in Executive Session.
15) Vote to Acknowledge Return of Board to Open Session.
16) Executive Session Minutes Compliance Announcement.
17) Discussion and Vote to Approve the Purpose of the 909 (General
Fund) Sub-Account of the Activity Fund. -- Approved
(also see new business below) funds currently roll over at end of
year to general fund if not used for signs etc. From miscellaneous
incomes such as pictures, summer school, damages, energy fees, drivers
ed fees, facilities use fees, etc.

20) Discussion and Vote to Accept Contract for the Retirement/Voluntary
Separation Program. -- Approved, cleaned up
a few contract words and dates since last iteration. 8 employees signed
up and those will be acted on by the board after May 1st)
21) Discussion and Vote to Post Board of Education Seat #2. --
Approved (and related to a policy change above under item 10). To
summarize, Collinsville has lost a willing and able school board member
(Jana Oder) due to an unfortunate and unforgiving system that requires
certain board member training points be attained on a set schedule
(15 months for new members in this specific case) which was not met
in this case. Therefore Jana is disqualified (by The State Department
of Education) from being a Collinsville school board member for at
least another full term (even though she has since "made up"
the points but not on the required timeline). The policy change here
is an attempt to make the system a bit more "user friendly"
as the training is still each board member's responsibility but there
is too little feedback in the system to let member know where they
stand on points -vs- deadlines. A new Collinsville board member will
need to be found to fill the open seat 2. There may be other Oklahoma
communities that have lost multiple board members from this faulty
system. -- Ted
22) Assistant Superintendents Report. --
Lance West reported on these topics:
* Building Construction progress
---"track" building (a repurposed/relocated building) is
well underway at CHS
--- New upper elementary (behind Herald Elem) .. early dirt moving
has moved from black gumbo to clay ... hope to have concrete base
by end of this school year
--- Expect bids out for the high school improvements by end of April
... andwork start in May
* Middle school kitchen hot water tank (new in 2004) is leaking and
needs replacement (135 gallon current sixe replacement is about $9K
... looking at smaller size for savings)
* A bus repair is on hold now (to conserve funds for now) as number
of running busses is OK for now
23) Superintendents Report. -- Terry Due
reported on these topics:
* Using construction management has worked well so far. Brewer Construction
has worked well on our behalf in the early phases of the school improvements.
* Oklahoma House Bill 2642 and Senate Bill 1654 are of particular
interest this session
* Thank you to Joe Landon for providing the charter bus for Collinsville
school employees to attend the OKC
Education Funding rally
24) Announcements.
* Spring sports well underway ... baseball is
16-3
* Wrestling all-state:
Gary Wayne Harding & Will Steltzlen and will be coached by
Weston Harding
* Special Olympics state games May 14-15 .. many great volunteers
support
* CHS Academic team to nationals in New Orleans in May
25) New Business: (if any, of an emergency nature or that was not
known at the time the agenda was posted).
-- Approved -- a new 910 sub-account for "sign
funds" that can stay in place rather than roll out at the end
of the physical year ... see item 17 above.
