5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of July # 1 Payroll in the amount of $41,221.27.
B. Approval of Claims in the amount of $45,857.53.
C. Approval of Minutes from July 2, 2012 Regular Meeting.
D. Approval of Budget Amendment in the amount of $67,576.00 for emergency repair to American Legion Building.
E. Approval of Lump Sum retirement payment from Oklahoma Municipal Retirement Fund to Sharon Kirwin.
F. Approval of Cemetery Deeds: Steve Kesterson, 2 spaces; Billy Harrington, 2 spaces; Lori A. Bateman, 1 space; Gail Wilkins, 1 space.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Report from Mary Risley with Collinsville Downtown Inc. -- Mary discussed the fooolwing topics:
* financial report
* Hogs N Hot Rods
* Preservation Conference

8. Discussion and possible action to appoint Melodie Bateman to the Personnel Board with term expiring July 1, 2015. -- Approved

9. Discussion, consideration and possible action to approve and confirm contract to RECO Enterprises in the amount of $47,576 plus $20,000 contingency to repair the American Legion Building. -- Approved. This was a formalization of the emergency approval last Wednesday. The work was completed by the Monday 7/16 5:30pm meeting and came in ~$6,000 under the emergency estimate. There was no discussion on re-roofing the now stabalized but roofless Veterans building (photos).

10. New Business (business which was not foreseen prior to the posting of this agenda.) -- none

5. Public Works Director Report. -- Phil Stowell reported on these topics:
* American Legion Building roof collapse / stabalization / re-roof discussion to start this week
* Lee Fugate demolished the 4-H/Senior Citizens building onthe fairgrounds
* Drought contingency plans in place but not yet needed. City has 1.1 million gallon/day capacity. Several conservation measures are available if needed to restrict water usage (via a 4-stage plan).
* S-Curve Progress -- final asphalt layer almost ready ... will allow striping and opening 19th St ... retaining wall nearing completion.
