5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.
A. Approval of May #
2 Payroll in the amount of $41,270.77 and June # 1 Payroll in the amount of
$41,091.90.
B. Approval of Claims in the amount of $242,547.46.
C. Approval of Minutes from May 16, 2011 Regular Meeting and May 23, 2011
Special Meeting.
D. Approval of Cemetery Deed for Diane Harmon, 1 space.
6. Discussion and possible action concerning items removed from the Consent
Agenda.
7. Discussion and possible action concerning renewal of Service Fee Agreement for Enhanced Emergency Number (E-911) Service Contract with Cox Communications.
8. Discussion and possible action to award Collinsville Senior Citizens Rehabilitation Project Bid.

9. Discussion, consideration and possible action on Commission Rules of Procedure. -- Following an abstention at the last commission meet (by Commissioner Davis on the beer sales topic), city staff asked how to record the "non-vote" as upon checking the city charter/ordinances it appears a commissioner who is present is required to vote unless asking for permission to abstain (and the commission vote to allow same). Commission Davis said she was unaware of that rule as was Mayor Sallee who has removed himself from discussions and votes on other occasions when there was a potential conflict of interest (without the commission voting to approve that action). No formal action was taken on this agenda item following the clarification.
10. Discussion and possible
action concerning illegal parking on city thoroughfares. --
No formal action was taken on this agenda item following discussion trying
to find a way to accomodate quick business deliverives and yet not violate
city or state law (on Highway 20 on Main St. in downtown) ... following warnings
and then a citation last week issued by a Collinsville police officer to our
local UPS driver for 17 years, Doug Frye, who (along with other delivery drivers)
has no designated loading zone on Main St, in downtown and has parked in a
portion of the traffic lane for years during many of those deliveries with
"no complaints" until recent months.
11. City Managers Report.
-- Pam Polk reported there will be a public hearing on the new city budget
June 15th at 6:30pm.

5. Public Works Director
Report. -- Phil Stowell reported on the following topics:
* S-Curve construction has begun (for scheduled 180 day project).
-- large trees were taken down Monday (June 6) near the new "curve"
path between 19th & 18th (at the fomer Pattison residence). Cones and
silt fence on south side of Main between 14th& 16th which will be a large
equipment staging area in the next day or so. Work willl then shift back out
west for removal of final set of old utility poles.
-- Will try to provide more public information on on-going anticipated street
closures soon.

City staff working with Downtown Inc (CDI) staff for Hogs 'N' Hot Rods this
weekend ... including barricades, electrical, water and security.
* Citation issued for one case of vandalism in park
