5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under Consent are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.
A. Approval
of August #1 Payroll in the amount of $39,177.11.
B. Approval of Claims in the amount of $70,914.63.
C. Approval of Minutes from August 1, 2011 Regular Meeting.
D. Approval of Sales and Use Tax Agreement with the Oklahoma Tax Commission.

6. Discussion and possible action concerning items removed from the Consent
Agenda. -- n/a
7. Discussion and possible action to approve Ordinance Number 855, an Ordinance relating to Administration, Finance and Purchasing, Part 2 of the Code of Ordinances of the City of Collinsville, Oklahoma, establishing and adopting Chapter 2, Sections 2-440 through 2-444, relating to procedures for the sale of surplus real estate, providing for severability, repealing all Ordinances in conflict herewith, declaring an emergency and effective date. -- Approved, this is the same ordinance as approved in 2002 (by publicvote?) & 2006 but wasnot published to meet all legal requirements. This one was declared an emergency removiong tne nesessity for the publishing requirement. This is apparently a clerical cleanup to progress on the way to a likely eventual sale of the city owned property where the sale barn is located.
8. Consider a motion declaring an emergency on Ordinance Number 855 for preservation of public health, peace and/or safety making it effective immediately. -- Approved
9. Discussion and possible action on Police Department Policy and Procedures. -- No action was taken following a brief discussion limited to Commissioner Davis and the City Attorney. This agenda item was requested by Commissioner Davis and two specific policies were read (relating to field teting for narcotics and handling hazardous material). Commission Davis expressed concern that the policies were not followed in one or more specific cases. City Attorney Ken Underwood stated that the Commission's role was to set the policy not determine if it was being properly implemented directly (which I assume would fall to the Police Chief and then City Manager). Commissioner Sink did ask how the policies were set and if/when they are reviewed. These policies had apparently been refined in 2009 under Chief Annis.
10. Discussion and possible action to enter into executive session on matters
pertaining to the job performance of the City Manager as allowed by O.S. 25,
Section 307 (B) (1) for discussion only with no action to be taken. --
No second was given to Commissioner Davis' motion to convene in executive
session so there was no action on this item.
-- Ted Mini-Editorial: In my 11+ years of covering the city meetings
this is the first case I recall that the commission declined to go into executive
session when it was on the agenda. Executive sessions are the normal protocol
for discussions of personnel issues and a few other allowed sensitive topics
(like contract & property negotiations for example). I have no issue with
that private discussion as some expressed from the audience Monday. I don't
know (nor should I) the specifc issue(s) causing commissioner Davis to request
the session but apparently the other commissioners felt discussion of the
issue (public or private) was not necessary. I did make a recent comment on
the Retail Attractions executive sessions filtering all public info when I
suspect only a portion of it needed privacy. A subsequent public session provided
that portion I was concerned with.
11. City
Managers Report. -- Pam Polk reported on these topics:
* One Voice Regional Summit was attended by Pam where legislative issues were
ranked for the Tulsa Chamber action in the following year.
* The previously scheduled Sept 6th city meet has moved to Sept. 12th.
12. New Business (business which was not foreseen prior to the posting of
this agenda.)
* Police Chief Richey reported that city police vehicles
will be able to have 800MHz radios in the next 30-60 days thanks to a Home
Land Security grant for ~$82K. This will allow direct communications with
other agencies in Tulsa County. It is also hoped that the same radios can
be purchased later for the city fire vehicles.

5. Public Works Director
Report.-- Phil Stowell reported on these topics:
* After a delay the storm water pipes for the S-Curve were delivered and installation
will continue for at least another week
* The confusion on the speed through the s-curve construction (marked 20 or
25 depending on location) has been resolved at 25MPH like most of the rest
of the city.
* Part of the city (CHS gym specifically) sustained high wind damage last
week
* A fire heavily damaged the Senior Citizens / 4-H building on the Fair Ground
recently. The cause is unknow at this time. The fire apparently started in
the attic but spread to the rest of the building.
