MEETING

A Regular Session of the Collinsville City Commission will be held at 7:00 p.m. on Tuesday, September 7, 2010, at Collinsville City Hall, Commission Chambers, 106 N. 12th Street, Collinsville, Oklahoma.

AGENDA

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of August # 2 Payroll in the amount of $39,445.22.
B. Approval of Claims in the amount of $29,802.24.
C. Approval of Minutes of the August 16, 2010 Regular Meeting.
D. Approval of Supplemental Budget Amendment in the amount of $384.96 for overpayment by insurance company and ambulance fees.
E. Approval to close Main Street from 10th Street to 15th Street for the Annual Homecoming Parade from 3:30 p.m. to approximately 4:15 p.m.
F. Approval of Cemetery Deeds for: William Vernon Jones, 2 spaces; Gary or Paula Myskey, 2 spaces; Jane Cartwright, 4 spaces.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- n/a

7. Discussion and possible action to award bid on Collinsville Phase 2 Main Street Transportation Enhancement Project contingent on ODOT approval. -- approved, the single bid received ($704K by Ira M. Green Construction) which was about $46K under the Landplan estimate (which will be used in item 8 below). Unlike Phase I, the city will have no demolition or electrical work as part of the project.

8. Discussion and possible action concerning approval for Administration and Resident Inspection Services Contract for $43,232.00 or less for Collinsville Phase 2 Main Street Transportation Enhancement Project contingent on ODOT approval. -- approved, the same company that did the work in Phase I (Centennial Consruction) as a subcontractor to architect LandPlan will now do the work directly for the city in Phase II.

9. Discussion and possible action concerning CZ-176, the request to rezone a tract located at the northeast corner of West Spring Street and South 8th Street from RS-3 Residential Single-Family District to RD Residential Duplex District. -- approved, City Planner Jim Dunlap indicated the rezoning was approved by the planning commission and there were already duplexes adjoining the property.

10. Discussion and possible action concerning Ordinance Number 846, an Ordinance amending Ordinance 606, the Zoning Code of the City of Collinsville, Oklahoma, by approving CZ-176. -- approved (after 1st reading waived).

11. Consider a motion declaring an emergency on Ordinance No. 846 for preservation of public health, peace and/or safety making it effective immediately. -- approved

12. Update from Susan Erler, Collinsville Main Street Director.

-- Newsletter (with two sponsors) expected 4 times per year
-- Collinsville CDI program nationally accredited
-- Taste of Collinsville scheduled Sept 30 (20 new restrauants invited) +

14. City Manager Report. -- Pam Polk reported on these topics:
-- Frank Moreland (city water department) was seriously injured in an accident a few days ago and just released from the hospital. Frank's leg was cut deeply when a nozzle on a boring machine became disconnected.
-- Andy Wileman (city policeman) who had cancer treatment about a year ago is now requiring surgery.
-- Bobby Harrington retiring (Sept 9th 3pm party)
-- Jimmy Richey will be new police chief starting Sept.20th. Meet & greet likely before next city commission meet.
-- Cherokee Speaker here Sept 24th (Mark ___?) Public Health
_ Steve Brannen contracted to maintain downtown flower beds on MainStreet.
-- S-Curve utilities relocation... expect Nov. 5th construction start
-- Carbon mix machine fixed which was causing some taste concerns with city water ... should improve as system clears
-- City Judge opening in Janyary when Caputo start new elected role. Commission will decide replacement.
