MEETING

A Regular Session of the Collinsville City Commission will be held at 7:00 p.m. on Monday, September 20, 2010, at Collinsville City Hall, Commission Chambers, 106 N. 12th Street, Collinsville, Oklahoma.

AGENDA

4. Roll Call -- all present: Sink, Davis, Sallee, York, Porter

5. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of September # 1 Payroll in the amount of $40,971.16.
B. Approval of Claims in the amount of $21,376.20.
C. Approval of Minutes of the September 7, 2010 Regular Meeting.
D. Approval of Supplemental Budget Amendment in the amount of $3,508.00 for insurance proceeds on police car # 353.
E. Approval of Supplemental Budget Amendment in the amount of $1,558.32 reimbursement on Fire Station roof.
F. Approval of Supplemental Budget Amendment in the amount of $1,286.30 for Revenue Rescue payment/Fire Department.
G. Approval of Supplemental Budget Amendment in the amount of $2,497.53 for reimbursement for Traffic Enforcement Training and Seat Belt Safety Grants.
H. Approval of Cemetery Deeds for: Dennis Young, 1 space and Larry or Ronda Meece, 6 spaces.

6. Discussion and possible action concerning items removed from the Consent Agenda. -- approved B claims after duplicate claim removed.

7. Discussion and possible action for final plat (Quick Trip No. 0003) approval on approximately 5 acre tract located at the SE corner of Yale at Highway 20. -- approved, had already been approved by the planning commission last Thursday. City Manager, Mayor and City Planner all noted how "excited" the city was to have this devlopment a step closer to completion. The possibility of a future ground breaking / ribbon cutting was also mentioned. The Mayor also noted the sewer line project was still in progress.

8. Discussion and possible action concerning Ordinance Number 847 adopting an employee retirement system, defined contribution plan for the position of City Manager for the City of Collinsville and Collinsville Municipal Authority. -- first reading of the ordinance was waived, then approved.

9. Consider a motion declaring an emergency on Ordinance Number 847 for preservation of public health, peace and/or safety making it effective immediately. -- approved

10. Discussion and possible action concerning Ordinance Number 848, an Ordinance amending the employee retirement system, defined contribution plan for the position of City Manager or Chief of Police for the City of Collinsville and Collinsville Municipal Authority. -- first reading of the ordinance was waived then approved. The change includes the police chief in a plan similar to the city manager. The chief is also in a separate plan with the other police officers with the city playing 13% and the employee 8%.

11. Consider a motion declaring an emergency on Ordinance Number 848 for preservation of pubic health, peace and/or safety making it effective immediately. -- approved

12. City Manager Report. -- Pam Polk reported on the following topics:
* Phil Stowell starts with the city Monday as the new Public Works Director (see photo)
* Mark Fe4nton -- nationally known speaker will be here Sept. 29th. All are invited with the visit sponsored by the city and the Cherokee Nation.
* $250 ads will be sold by an out of town company (Our Town Graphics) on map/poster. (Note: I'll have more to say on this topic [out of town fund-raisers] soon -- Ted)

All matters listed under “Consent” are considered by the Authority Trustees to be routine and will be enacted by one motion. A. Approval of September # 1 Payroll in the amount of $24,626.79.
B. Approval of Claims in the amount of $233,938.15.
C. Approval of Minutes of the September 7, 2010.
D. Approval of Supplemental Budget Amendment in the amount of $176.00 for collected State Building Code Fees.

5. Trustee training work session and discussion. -- Dave Weatherford & Joel __? (city attorneys at Coweta & Skiatook) discussed things they had learned from surveys and observation of many local communities city / Municipal authority operations. A few of the topics: learn from other cities successes and failures; respect each other's vote; understand your role;... some stuff "is none of your business"; ask hard questions in private; follow chain of command; only power is as a group ... not as individuals.
