The Collinsville City Commission met Monday Mar. 2nd (at the City Hall Community Room, 106 N 12th Street) for the 7pm regular Municipal Authority & City Commission meetings.

4. Consideration and possible action relating to a request for Commission approval of the Consent Agenda. All matters listed under “Consent” are considered by the City Commission to be routine and will be enacted by one motion. Any Commissioner may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-debatable.

A. Approval of Claims in the amount of $14,356.49.
B. Approval of February # 2 Payroll in the amount of $34,836.71.
C. Approval of Minutes of the February 16, 2009 Regular Meeting.
D. Supplemental Appropriation in the amount of $893.02 for reimbursement of Seat Belt Grant.
E. Approval of Cemetery Deed for Jeanie Burns, 1 space.

5. Discussion, consideration and possible action on items removed from the Consent Agenda. -- n/a

6. Discussion, consideration and possible action regarding the 64th Collinsville Tri County Fair being held August 21-24, 2009. -- approved required actions to support the annual fair which is held on city property. Carolyn Smith indicated there would not a parade this year but all of the other activities of "the oldest free fair in Oklahoma" would continue. The fair brings hundreds of out of town visitors to Collinsville. Smith also noted that vo-ag instructors always comments how valuable a small (personal attention) show like Collinsville's is to the younger kids (compared to a big fair like Tulsa's).

7. Discussion, consideration and possible action to approve Ordinance No. 827, an Ordinance amending the Employee Retirement System, Defined Benefit Plan of the City of Collinsville, Oklahoma, to incorporate the final IRC Section 415 regulation and provisions of the Pension Funding Equity Act; and amending the Defined Contribution Plan for the position of City Manager of the City of Collinsville, Oklahoma, to incorporate the Final IRC Section 415 regulations; providing for employer pickup of mandatory contributions for the Defined Contribution Plan for the position of City Manager; providing for effective date, providing for repealer and severability; and declaring an emergency. -- approved, it was noted that this applies to the other city employees (not just the city manager as the agenda wording indicated). Without further discussion as to the change, it was called a "change to the definition of compensation".

8. Consider a motion declaring an emergency on Ordinance No. 827 making it effective immediately. -- approved

9. Discussion, consideration and possible action to approve Debris Removal Project Agreement. -- the agreement approved relating to the creek cleanup partially funded by a $403K NRCS grant as well as $180K match plus in-kind work. A portion of the in-kind match is being supplied by the City of Tulsa loaning their large wood chipper to reduce the debris that will be gathered at the old city dump site. There are still a few property owner approvals pending but bids may be ready to go out soon.

10. Discussion, consideration and possible action to participate in the 21st Annual Oklahoma TRASH- OFF and Keep Oklahoma Beautiful Campaign.
11. Discussion, consideration and possible action to enter into Executive Session as allowed by O.S. 25, Section 307: -- approved. The city had participated in these activities in the mid/late 1990s. Commissioner Pam Porter recommended the city get active again by starting a few activities this year and increasing each year. A free dump day is just one example of ways to participate. There will be a public meeting Thursday night (March 12th) 6-7pm to consider how best to participate.

(B)(4) Confidential communications between a public body and its attorney concerning a pending investigation, claim, or action if the public body, with the advice of it attorney, determines that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest.

12. Discussion, consideration and possible action on matters considered in Executive Session.
