All persons interested in attending the Regularly Scheduled School Board Meeting for Collinsville Public Schools, Independent District I-6, should make plans to attend the meeting at the following date, time and place to wit: Date: Monday June 9, 2008 -- Time: 7:00 p.m.
Place: Education Service Center, 1119 West Broadway, Collinsville OK 74021

1) Call to Order and Roll Call of Members.
2) Record of Members Present and Absent. -- all present
3) Presentation by the Constituency. -- none
4) Reading of Minutes - May 5, 2008 Regular Meeting, May 6 and May 30th Special Meetings.. -- approved
5) Approval of Purchase Orders and Payment of Purchase Orders - FY2008 General, Building Funds and FY2008 General and Building Fund Reserves and All District Funds - Approval of Budgets, Reports, Allocations and Investments. -- approved ($183K bills payable including almost $32K fuel costs which typically lasts 5-6 weeks)

6) Technology Update -- Larry Meece and Melanie Garrett. --
Melanie Garrett demonstrated one of the two "Smart Boards" that arrived at the ECC in April. Melanie and other are still learning the capabilities of the units which provide interactive displays and an archive of lessons and historical data for classroom use. The subject matter included with the software (& projector & board) covers topics for the youngest kids up to a 'hands on" frog disection for the high school kids (which could save the school the cost of live frogs). The two units were purchased with grant money at about $3500 each. One is portable and will be shared with Herald Elementary. Teachers can also build their own lesson plans into the memory of the unit.

8) Discussion and Vote to Transfer Activity Fund Monies to General Fund, Independent District I-6, Treasurer. -- item tabled to next meeting to verify one item questioned
9) Discussion and Vote to Set Date for Special School Board Meeting in June 2008. -- approved June 26th at 12:45pm.
10) Discussion and Vote to Approve Financial Accounting Software for FY2008-2009. -- approved
11) Discussion and Vote to Accept Milk Bid for FY2008-2009.
-- approved the bid of Highland Dairy (over Bordon's bid). Noted that the district spends about $10K per month on milk.
12) Discussion and Vote to Approve Certification of School District Treasurer. -- approved: Rita Pate
13) Discussion and Vote to Approve School District Permission to Invest Policy for FY2008-2009. -- approved
14) Vote to Approve Certificate and Order of Board of Education to County Clerks and County Treasurer of Tulsa County, Rogers County and Washington County. -- approved. Allows those 3 counties to release school funds to Rita Pate (school district treasurer) who is bonded for $75K
15) Discussion and Vote to Approve Workers Compensation Bids for FY2008-2009 from Agent of Record. G. T. Mitchell Agency. -- approved for $108K (up $15K over last year due to claims and more teachers).

18) Assistant Superintendent's Report. -- Terry Due's report:

  • Remodeling at HS commons is in progress with old fabric and walls removed. New sheetrock is up and will be taped and mudded soon. Tile will go well up the new wall in addition to the floor. The ceiling will be raised 3 inches. Work appears on schedule for completion by the start of school, but penalties would start if they are not done by August 11th.
  • Prep for turf installation at the football field is ahead of schedule. The turf should be delivered about June 15th. The drainage system is in place with a few rain delays. A recent change order will save a bit of money with concrete in a few outter edge locations that were turf in the original plan.
  • Two pre-fab buildings will soon be ordered for Herald Elementary. The decision on units with or without restrooms was still pending. These units will in use for a year while new classrooms are under construction.
  • Security systems for the elementary campuses: A low bid of $31K by Peak Uptime was selected over two significantly higher bids by the contractors that support the HS & MS systems.
  • About 3 buses per week are being taken to OKC for upgrades this summer.


19) Superintendent's Report.
-- Pat Herald's report:

  • The price of summer school was raised from $100 to $125 (driver's ed and English)
  • The Collinsville Economic Development Authority will meet Wednesday at noon with a school topic to be addressed. Due to a recent ruling the school must go through a local (or adjoining) trust authority for its bonds.
  • Wendell Johnson will be a candidate for a District 4Board open slot.
  • School cutbacks will occur to deal with the lack of state funding for school's operational cost (& other areas). Field trips and cross-state sports trips were cited as just 1 example.

20) Announcements. -- Congratulations to the new Miss Oklahoma (Kelsey Cartwright) a 2006 CHS grad.
