Commissioner Preston Stanley was acting mayor with Ray Henshall absent. Commissioners H.M. Rogers, Jerry Hawkins and Mayilyn Dirickson approved the action. By the time the pool opened for Memorial Day, Mayor Henshall had resigned for health reasons and was then in charge of the pool operations.
