School Board Meet
(7pm) Sept. 7, 2004

Board Fill Vacant Seat

The regular monthly School Board Meeting for Collinsville Public Schools, Independent District I-6, was held 7pm Monday Sept. 7, 2004 with the following partial agenda topics (+ others not listed here).

Memory Ostrander read her oath to join the School Board and fill the remaining unexpired term for post #5 which Jon Werthen vacated before the June 7th meeting. In her application to the board (the only one received) Memory indicated she had already planned to run in the next election before the vacancy occurred.

The previous minutes & new expenditures were approved before Memory took her place at the table. The board approved the estimated financial needs for the coming school year as detailed by Rita Pate.

The board approved Larry Meece's recommendation to go after grants proviving up to 70% for expenditures on internet services and phone bills. Larry is the school's technology director and will proceed on the Year Eight E-Rate Funding and Service. The school is already receiving about 51% back with similar grants.

The board discussed an agreement with the city for "encroachment" on easements around the middle school which the school will be paving for additional parking. Board members wondered why they were required to sign away any restriction to the city tearing up that parking which the school would be required to repair at their own expense. They were unaware of any similar agreements required in Collinsville for businesses or residents that have paved over utility easements. They ultimately approved the agreement on the basis of not wanting to further delay the construction at the middle school. Potential paving discussed were: a bus loop in front of the new building (facing Center), a parent drop-off zone (on 14th mid block toward Center with the existing retaining wall removed), temporaray paving on Spring by the annex building for a year before parking is created where the annex now sits.

I left to cover portions of the simultaneous city commission meeting so have nothing to report on the following resignations/hirings, other than a comment later by Superintendent Pat Herald that the board had extended his contract for 3 years. The board also had school district policy discussions and merit increase dicussions on the agenda during my absence.

I returned to the school board meeting near the end of the discussion and vote to sell school property:
a) Smelter Hill property
b) 7 1/2 acres North 15th property

The board voted to allow Mr. Creech (or Mr. Due) to negotiate with an unnamed individual who had discussed a possible trade for the above properties in exchange for property west of Collinsville. The board noted an interest to locate an elementary west of town in light of the planned housing growth in that direction. A minimum of 10 acres would be required for a future school site.

In his in his report, Craig Creech reported on highlights of all the school improvements, cleaning and repairs made this summer at each of the campuses. The list covered almost 6 pages.
